Low-Code Platform Evaluation: Choosing Without Creating Shadow IT

10 min read

Low-code platforms promise faster development, but without governance they create shadow IT. The evaluation is not just about features — it is about who controls what gets built.

Low-code platforms promise to democratise application development — business users build what they need without waiting for IT. The promise is real. The risk is equally real: without governance, every department builds its own applications on different platforms, none of them documented, secured, or maintainable by anyone other than the person who built them. This is shadow IT with a friendly interface.

What low-code is good for

Use caseWhy low-code works
Internal forms and workflowsStandard patterns, pre-built components
Dashboards and reporting toolsVisualisation is built-in; data integration is standard
Process automationWorkflow engines handle the logic
Integration toolsPre-built connectors to common systems
Rapid prototypingBuild in days; validate before committing to custom development

What low-code is not good for

  • Customer-facing applications — the platform's UI constraints become the product's constraints.
  • Complex business logic — when the logic exceeds what the visual interface can express, you are writing code inside a platform that was not designed for code.
  • High-performance applications — platform overhead limits performance.
  • Differentiating core systems — if the application is your competitive advantage, you should own the code.

The evaluation criteria

1. Integration capabilities

Can it connect to your existing systems? A low-code platform that cannot reach your data is a drawing tool. Evaluate: REST and SOAP API support, pre-built connectors to your systems (Salesforce, SAP, Dynamics), database connectivity, and authentication integration (SSO, SAML, OAuth).

2. Customisation depth

When the visual interface is not enough — and it will not be — can you add code? Evaluate: custom code blocks, external library integration, and the ability to extend the platform without breaking upgrades. The best low-code platforms are "low-code first, pro-code when needed."

3. Scalability

Will it handle your volume? Evaluate: concurrent user limits, data volume limits, API rate limits, and whether the platform can scale horizontally or is bounded by a single instance. A platform that works for 50 users may not work for 5,000.

4. Governance

Can IT oversee what business users build? Evaluate: application discovery (IT can see all applications), security scanning, access controls, and lifecycle management (archive, backup, and audit). Without governance, low-code is shadow IT.

5. Total cost of ownership

Licensing is per user, per application, or per platform. Calculate the three-year cost including: platform licensing, developer training, custom code maintenance, and migration cost if you leave the platform. Low-code platforms are sticky — the cost of leaving is high.

Evaluating low-code without creating shadow IT

Low-code platforms are powerful tools when governed. We evaluate platforms against your specific needs and design governance models that let business users build without IT losing visibility.

Frequently Asked Questions

What is a low-code platform?

A development platform that uses visual interfaces, drag-and-drop components, and pre-built templates to create applications with less manual coding than traditional development. Low-code platforms still allow custom code where needed, unlike no-code platforms which do not.
